Change Windows NT 5.x & Win 9x Login Background:

*Note This also applyies to All of Windows NT 5 (2K, XP, 2003) as Well as NT 4 & Windows 9x (95, 98, 98SE, ME)
Go to run 7 type regedit

To Change Login background colour:
[HKEY_USERS \.DEFAULT \Control Panel \Colors]

*The Background key is an RGB colour value, 
REG_SZ: Background="25 25 112" (Midnight blue)
REG_SZ: Background=""0 0 128" (Navy blue)
REG_SZ: Background="246 246 246" (Modern White, made up name)

To add/change login background image:
[HKEY_USERS \.DEFAULT \Control Panel \Desktop]
REG_SZ: Wallpaper="c:\Media\Tokyo2015.bmp"
*The key above is the full path to the image. The Image must be in Windows Bitmap Picture.

To add strching to image (Recomended)
[HKEY_USERS \.DEFAULT \Control Panel \Desktop]
REG_SZ: WallpaperStyle = "2"
*You may need to add this key. 2 is enable, 0 for disable strching.
